I’d avoid landscaping fabric which is very bad for the environment in general and your plants. With the wood chip, it’s heartening to hear that others have had good experiences of this working. I think indeed that the secret may lie both in packing it really deeply and in retaining it somehow. The risk is that as the chips rot down, worms will come to the top to consume them and birds will then scatter the chips, exposing the paving slabs again. Topping up annually will help.
