Hebe Help!

Hi, 
I’ve recently moved house and have this Hebe in my front garden. It’s quite large and only has leaves growing on the tips of the branches. There is some new growth at the bottom. 
This was next to a large cotoneaster which had taken over so that has now been removed. I suspect has inhibited the growth and health of the Hebe. 

Any advice on how I can get this back to full health and looking bushy again?

    A lot of people seem to say that Hebes can't be cut back hard but I've done it about six times and only lost one. In each case I was moving/removing the plants and potting them up and cut them back to 1ft tall. Five of them look great a year later.

    My point is they are tougher than people give them credit for and the larger varieties grow back even quicker. What I would do is cut back every other stem to maybe 6inches/1ft and leave the rest as they are. There's loads of stems there. The ones you cut back should then sprout more from lower down and fill out the bottom a bit more. If it works, chop the other half down next year.

    Plant the trimmings in a sheltered spot, they may well take root (nothing to lose if they don't)
