Is this Corn Speedwell?

Or does it need to be bigger before an ID can be made?

It’s sprouting up everywhere! Is it a weed? Would I be advised to dig it out of my border? 

We only moved in a couple of months ago so I  don’t know what’s a weed and what’s a plant! I’m not digging up anything until I’m sure...

    It’s growing fast so I’ll wait a week or so and take some better photos. Hopefully that will made the ID easier.
