Can I cut back the main branch of a new Victoria plum tree to keep it to about 7 foot without causing problems ?

It rather depends on the rootstock. https://www.rhs.org.uk/advice/profile?pid=359 If the tree is grafted onto one of the more vigorous rootstocks, it won't stay short.
