Is the tree in the ground?
    What variety is it?
    How old is it?
Is it being affected by frosts?
Sorry for so many questions but our apple trees are only just showing leaf growth and no blossom yet.

What is the ground around the tree like? If it's very damp, then it might be that the tree gets waterlogged in the springtime.

The other option that sprang to mind was blossom wilt, but it would be strange for it to affect the whole tree - my understanding is that blossom wilt usually affects only the ends of the branches.

It might be worth having a look at the RHS page on apple tree problems. It could possibly be fireblight from what they say there. Have a look and see if anything they describe matches your tree's symptoms.

Thank you, I don’t think it is waterlogged or affected by frost, I have cherry trees nearby which are ok

Might it be the opposite problem, not enough water when the tree is trying to make new leaves?

Thank you, to answer previous questions, yes the tree is in the ground, no idea what type of apple tree it is and I don’t think frost is an issue. (However we had snow yesterday!!) I will try watering more and see if this helps.
