Root mealybugs outdoors on South facing balcony??

hoping someone can help.
I have a small south facing balcony garden in London with one big long planter and a few containers. I noticed my spring bulbs in the long planter were small and weedy or not flowering and pulled one crocus up to find it covered in white stringy/fluffy stuff and saw a few tiny 2mm white bugs with what appears to be 6 tiny legs. Did a bit of digging and they were all throughout my big planter
the root ball in the photo is last years tomato plant that I left the root ball in a container over winter. After a google it looks like root mealybugs bugs but they are not supposed to survive outdoors in the UK. We had snow only a few weeks ago. Am I mis-identifying them? I did also have a mushroom on my balcony in autumn so initially thought the white threads were mycelium. If it is root mealybugs, does anyone have any advice or experience on how to handle them? I’m reluctant to bin all the soil in my big planter. I’ve got a nice established rosemary plant in there (seems happy) and have seedlings for tomatoes and flowers I want to pot out for summer!
