Lawn repair or replacement?

My lawn has two major problems: a) it has more ups and downs than a BMX track and b) it has more weeds than grass.  A will be fixed by a lorry load of top soil to level it but what to do with B?  Will weed membrane under the topsoil kill the existing green stuff or is it better to hire a turf cutter and slice it off first?  Thanks

    How deep are the hollows ? If the lawn is so uneven and covered in moss / weeds it maybe easier to start again especially if its a small lawn.

    The hollows are deep, 3, 4, 5 inches.  The plan is to start from scratch but the question is the easy way or hard way.  The easy way is to just cover it with membrane, soil and grass seed; the hard way is to remove the existing turf first.  I'm asking if the easy way will suffice.  It isn't that small, about 25 x 45 feet.  Thanks.

    Forget the membrane, it is a lot of money just to bury some plastic in your garden. Turf cutter then check to see why there are so many dips and hollows. If there is no obvious reason like old foundations, decayed tree roots etc. then dig to make sure all weed roots are out before leveling and sowing.

    Actually the membrane (fabric not plastic) is way cheaper than the turf cutter at £7 per roll versus £41 per day, so I'd rather go that way if it would work.  However, I wouldn't want to put £150 ish of soil on top to find it doesn't work hence my question.  The other reason to use membrane is to prevent any further digging out of an already dropped lawn.  I just got a guestimate of topsoil of £500-600 which I definitely can't afford!
