What is this beautiful tree/bush

This is growing through from my neighbours fence & wonder what it is & if I can take a cutting from it, how would I go about it? Thanks everyone

    You can do softwood cuttings in early summer, but hardwood cuttings in autumn probably the easiest. TBH you can pick them up pretty cheaply, Wilkos or Morrisons etc
