Blackcurrant Gall Midge

Need some help with my black and red currant bushes. They are fairly well-established plants - 3 years old, and I have about 20 of them spread around my property. 
Every year I struggle to control the dramatic infestation of blackcurrant gall midge on my plants. Every plant is infested and only two plants in three years' time, have been able to overcome and develop any significant new growth. My strategy to date has been to inspect each plant daily for new crumpled leaves, remove them, and burn the infected parts. However, even with DAILY attention for the entire spring and summer, I cannot get the problem under control! I have tried NEEM oil, insecticidal soap, ladybugs, organic mulching, you name it. Last year I was so frustrated, I considered saying to hell with it, and ripping all of the plants out, they are so high maintenance and time-consuming. 
Have any of you had luck controlling this serious problem? Thank you.
