  The yellow stuff is lichen and nothing to worry about - it's not the cause of the die-back, more a consequence of slow growth.  I've been seeing quite a lot of that sort of damage on acers over the last few years and there can be simple causes, such as 'wet feet' or more serious ones.  Some great info. here on how to recognise and deal with this sort of 'winter die-back' in japanese maples:
