Help on new espaliers

My three pears to espalier and one plum to fan train all arrived yesterday. They're much larger than I was expecting and I'm very confused what pruning I should do now and later this year to get them trained.



I thought the pruning was down to just above the lowest wire, leaving three good buds to grow into the laterals and leader. However, I'm not sure there are any buds present low down, at least certainly not that look like they are growing.
The plum is similar. A lot of bare stem before any branches. It's meant to be trained as a fan.

Do I chop them all down to about 15 inches high, ignoring the growth they already have? Have I bought too large trees and need to get rid of them and get smaller ones in autumn? Will the lower buds just grown anyway?
Any advice very gratefully received.
