Japanese Euonymus getting munched


We have a large Japanese Euonymus hedge. Each year the fresh green leaves get munched and the hedge is not thriving. The photos below show last years damage. The fresh green leaves at the moment are ok. 

We think this is due to vine wevils. We have removed all bark from the soil and have tried namasys natural vine weevil killer a few times but the problem persists. 

Does anyone have any advice please?

    I agree it looks to be Vine Weevil. Hope you are able to treat it. There is a serious issue on the estate where I live and rows and rows of shrubs (mainly evergreens) are damaged. Your shrubs look robust so it will not finish them, but may weaken them.
