How to repair privet hedge?

Four years ago two cars crashed into our garden fence and hedge.  The fence was repaired and new privets were planted in the gaps, one gap has more or less filled the space however the biggest gap the privet is not taking and has been replaced again but isn't really growing. It is under the canopy of mature trees with TPO's on them. Unfortunately not a lot of sun light get to the spot where we are trying to patch the privet.  Can anyone make any suggestions on a remedy? Thank You

    Have you replaced it with wild privet Ligustrum vulgare, or garden privet Ligustrum ovalifolium. Our wild privet is very slow to get going whilst the garden privet is going great guns now.
    Could this be the reason?
    Can you try the garden one as it is a much stronger plant?
    Our hedge is very old but does come back each year.

    Can you pull shoots that are growing over and peg into ground where they should root.
