Boungainvillea

I left my Bougainvillea out but covered with fleece in winter as in Cornwall.

It looks like it's died sadly How can I tell?

Should I just prune and feed and hope for the best?

I need the pot can I re-pot it too?

Have you scratched some of the stems lower down? If you can see green showing through the scratch it isn’t dead. If it’s still alive I’d wait until you see signs of sprouting along the branches before you prune.
I’d hold back on the repotting until it gets going again - if it’s alive that is.

Thank you - scratch from end of stems?

No, somewhere along the stem further down from the end. Just use your fingernail, you won’t damage the plant. If you can’t see any green, then try again a bit further down the stem.

Mine is inside and still leafless, as it does every year during winter. Overnight temps are warming up considerably now so it should be breaking dormancy soon. I noticed one spot where leaves are stating to leaf out so it is going outside tomorrow. Maybe.

I watered mine while inside, though... through winter but only once every two weeks or so. Did you water yours sporadically during winter?

Your coldest temp in Cornwall this winter was around -3 degrees Celsius so I would have brought it into a protected spot, covered it (using 30g fleece, etc.) or brought it inside. Your fleece may have protected it.

I bring mine inside when overnight temps get much below 10C as those temps can injure/kill potted ones but, having said that, I now remembered one actually planted in the ground nearby (another gardener's plant) and it comes back every year. Must have a huge root system. Hope it comes back again this Spring as we had a wicked winter this year.

I second the suggestion to lightly scratch it if too curious or maybe wait a few more weeks as the next few days will still be somewhat close to 0C (overnight lows) in Cornwall.
