Hydrangea seemaanii

One of the first plants I ever planted in our border as a new Gardner was a hydrangea seemannii recommended by the chap at the garden centre. This will be its 3rd year but it has never flowered. I know I have to be patient and that’s fine. This year I’m a bit worried because it’s looking a bit worse for wear. It normally looks healthy even in winter. I have attached photos. There is definitely new growth so shall I cut off all the old leaves? And maybe give it a bit of a prune?

    "Hardy though most of the UK apart from inland valleys, at altitude and central/northerly locations. May suffer foliage damage and stem dieback in harsh winters in cold gardens."
    This is what the RHS says regarding the hardiness of this particular hydrangea so it could be frost damage.
