Weed ID and solution help

Hello
The pictured plant is growing like mad. My neighbour thinks it’s hogweed but leaves look different to me. Any help on ID please? I note it might be a skin irritant? 
Secondly what’s the best solution? Dig it up or round up? 
We’re putting some new hedging in this area. Thanks!

    I think it's called Alexanders. Edible I believe

    Yes ... Alexanders ... brought here as a as vegetable by the Romans (allegedly) ... hence its name. 

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.

    Hopefully they're correct - I don't know all my umbellifers - I'm familiar with this plant as a weed in cultivated areas of the local park (anywhere un-cultivated, and it can be left to get on with growing). You do need to be certain before touching/eating umbellifers. Even if it were the common hogweed (which it isn't), then that's not really a problem - it's the different 'giant hogweed' that's nasty. Similarly hemlock (which it isn't either) which is a nasty poison. The same local park specialises in hemlock, in the wilder areas.
