Skimma bush lost some leaves

I had to cut back the foliage of my evergreen skimma bush that I inherited last summer. Previous owners had planted it close to the boundary and my neighbours were erecting a nice new fence. It then started to lose leaves and progressively got worse. There are still leaves from the middle down, but the top is twigs! Should I prune these off or will the leaves regrow as spring comes?

    That looks fairly terminal, they should not lose that amount of leaves.

    Is it getting enough water, I believe they like it damp, and shady too.
    East Dorset, new (to me) rather neglected garden.
  • Gave it water when it was losing them last year. Done growmore at same time. Recently tried potassium phosphate.  It’s going to flower at lower level so I’m pretty certain it will grow back but I don’t know if I should cut back the leafless branches! 
    I don’t want to kill it by cutting back the leafless branches...trimming back may have been reason it lost its leaves, or maybe the neighbours used weed killer in the position they have recently laid the stones! I don’t think they did, but who knows! 

    I think I will get some manure and see if it helps! 
    Do evergreens leaves grow back or should I trim back...perhaps lightly?
