Sowing Seed into Dry Manure

I have successfully Planted onions and garlic directly onto horse manure in November 2020.

I would now like to Sow beetroot and parsnip seeds onto/into the remains of manure from October.

It has disappeared into the soil and left a thin covering of dry manure.

I think I can either cast the seed onto it and water thoroughly , mix in the remains with the soil or sow direst into the soil and then recover with the manure

I know I can do some of each as this is the first time I have had this challenge.

Any thoughts friends.

    I think it's generally accepted that parsnips shouldn't be planted in previously manured soil because it can produce multiple roots that naturally chase off downwards to find all the individual bits of nutrition.  By definition, you're aiming for one straight root, hence the 'no-no' advice.  A few months back there was a discussion on beetroot in similar conditions, but that proved inconclusive so.......

    ? What I was trying to say was can I sow seeds into dry manure so they dont touch the actual soil

    I think parsnips was a bad exam[ple.

    I will try different ways and note for next Spring.
