Help with chives

Hi all. Anyone any idea whats wrong with my chives and why they are floppy? They're kept on a south facing and sunny windowsill and are regularly watered. There are some small stones at the bottom of the tin for drainage.  This is the first time I have grown chives and I do wonder if I have sown too many seeds too closer together, perhaps? Any advice much appreciated
