I'd chance it with the rose, if you can get a decent sized rootball to go with it--roses are very resilient. But it will need lots of TLC for most of this year in terms of watering.
Peonies are usually best moved in the autumn. If you really have no option, then, again, dig out a good rootball and make sure not to damage the shoots as far as you can in the process.
Thank you. Okay I will leave the peony but might try to move the rose! I meant to do this in Dec/Jan would that have been better? Thing is the weather was really bad and I never got out in the garden. And the rose never seemed to go dormant anyway. Now it has started grow. I will move it carefully.
