Philadelphus Mock Orange shrub

I have a Philadelphus Mock Orange which I have had for two years. Last year it was very healthy and flowered well. At the moment it is looking completely dead with no signs of any greenery starting to show. Is it too early still? I did take a cutting last year and the cutting is showing green buds.
