Privet in a raised bed

Hi,

I've recently moved into a house on a busy road which has a 4ft wall around the front garden. The wall makes up the back of raised beds around 1ft wide and 2ft deep. We are hoping to use hedging to get some privacy (we are not allowed to erect a fence and I prefer the green of bushes anyway).
I'm a total novice with raised beds and i don't know if growing a hedge in one is possible. I previously grew privet but that was direct in the ground. 
All my neighbours have privet hedges so i assume soil and conditions are good but no one else has raised beds.
I'm undertaking a huge renovation with the house so can't really afford to do anything to structural in the garden.

Any help would be appreciated

    1ft wide is a bit narrow, but 2ft deep is good.  I reckon you might get away with privet in there, if the beds are open to the soil at the bottom.  If not, keeping up with watering may be an issue.  If you need to fill them, use topsoil with some added well-rotted manure or fish, blood and bone fertilizer.
    A trowel in the hand is worth a thousand lost under a bush.
