1. What kind of tree is this ?
2 . There’s a lot of brown on them and are very black inside are they dead

Once you cut into old brown wood it won't recover.
All conifers seem to end up with dead wood inside and i expect someone has cut a few feet or more off the top, yours aren't dead just not very attractive.
