Another help with I.D

Good morning everyone .
 I’m after some advice, this is  probably going to be just one of many help with I.d posts :), having recently moved into a new home the borders consist of a variety of plants and shrubs im struggling to identify , I’m no expert in gardening so this is all new to me . I’m just trying to clear the borders to give the existing shrubs abit of breathing space as when we moved in it was all overgrown , the top end of the garden border is overgrown with ivy which will be my next job . This particular tree I’m unsure of seems to need some tlc , I originally thought it was dying as it looked very brittle and ready to snap. Having cleared the base I’ve found a load of new branch’s that have seemed to grown from the main trunk and around its base, all having buds  on it . Can anybody help to identify it for me , I’m also thinking it’s going to need cutting back as it seems to have grown horizontal and there is a lot of weight on the top of it so worried abit it breaking . Would it be ok to cut some from the top to thin it out which will help with reducing the overall top weight . ?
