  yes you can, it won't completely cover your gravel though, I find weeds will often do that for you!!!

  Liz, it may be good to find the latin name for the exact plant you are talking about so that we are all on the same page. There are various plants called 'phlox'.

  Have you considered Thymus?
  Loves dry sunny gravel.
