Paint peeling off

This is the back wall in my garden,it was originally breeze blocks which I painted to bring back to life(obviously chose the wrong colour!!)...
Its been a few months and paint is peeling off,I had actually planned to paint it grey as it stood out too much but I'm guessing it would still peel off
Can anyone advise why this is happening(assuming damp,there is a garage behind it not belonging to me)and what I can do to resolve the matter
One idea was to make a pallet wall or use roof slats but it is expensive and nkt affordable at moment

If free cycle is going in your area people quite often list pallets.
If you are bear junction 22 M1 I have a nice one!
