I didn’t cut them down as they flowered until December and now they are putting on new growth already.
Can i still cut them back? I don’t want them to grow so tall i can’t reach them for dead heading.

Normally the latest time is early March, but if you do it straight away it should be fine

Go ahead and prune them, they will grow new shoots, so don't worry about cutting shoots off now.
