YEW TREE

A yew tree planted 15 years ago in my local church grounds has never grown vertically - only as the picture shows in a 'ring' as the attached picture shows. There is some growth in the centre as you can see but there is no definite growing tip. 
Any comments or advice please?

    It looks as though you have the prostrate version there (Taxus baccata 'Prostrata') in which case it will never grow upwards.
