    It looks like a Photinia shrub judging by the new red growth.

    I'm not sure it's either. 
    Can you supply a close of of those new shoots?

    The leaves look a lot like rhododendrons but the flowers look a bit off - maybe frost damaged?

    It's difficult to tell but I would say photinia. Viburnums have opposite pairs of leaves and I'm not sure this does. Hard to tell at distance. I think what's throwing us is it hasn't put on really bright new red growth before developing its flowers.
