Judas tree keeps falling apart

I have a Judas tree that is about 40-50 years old. It has no obvious health issues but it keeps falling apart. Over the years I have been removing the limbs as they reach the ground. It does produce quite vigorous 'water shoots' from its horizontal branches.
Should I just remove all the near horizontal limbs and hope the remaining upright ones will survive?

  • Thank you for your reply Pansyface. I'll just leave it as it is and mow around it as it seems quite happy in its prostrate form.
