Animal digging up my front garden?

Something was started to dig up our front garden and I am looking for some help identifying the culprit.

    Voles?  Have you had any snow on the lawn? Are the holes connected by tunnels?  

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.

    We had a little bit on snow a couple of weeks ago, but only an inch.  No tunnels on the lawn, but possible one small tunnel under a raised garden wall a couple of metres away.
