How to go about fixing unevenness

we moved into this accommodation 8 years ago and finally started on the garden during the first lockdown, we did as much as we could to make the garden a bit more “homely” but gave up on fixing the rest of the garden as we didn’t know where to start. Does anyone have any ideas on how to fix the heaps of soil in the back and making the entire garden flat? Any other suggestions on how to make our garden pleasant would be helpful! :)

    Welcome to the forum.
    Are you planning on dealing with the fence situation at the back?
    If this was my property I'd be getting a new boundary at the back. Depending on the level on the other side of the fence (maybe the public land is higher?) then I'd get a retaining wall built and put a new fence. I certainly wouldn't be trying to level soil when the fence was like that.

    One question would be what is hiding behind those 2 newish fence panels (possibly a dilapidated fence behind there?)  I would start by pulling-up and disposing of every scrap of weed membrane and plastic sheet that you can uncover.  Then use a pick-axe to remove as much of the concrete rubble as you can (a skip will likely be needed.)  I'd then use those 2 new fence panels to repair the fence on the left hand side.  Until I can see what is behind the 2 fence panels, it's difficult to advise further.  I suspect the mound at the top right was once a rockery or water feature of some sort.

    Yes we do plan on dealing with the fence! We added that as a temp solution last summer as the park fence was broken and we didn’t want anyone to see the inside of our garden since we have kids around. As this is a temporary council house they don't want to help at all with the fencing so we’re still stuck on getting their permission on what to do with it since it’s not our home to tear things down :/

    Behind the 2 panels is the broken park fence! My dad was too lazy to do anything about it so just lazily put 2 new fences up which looks awful in my opinion haha but I plan on taking them down and redoing everything just not sure where to start!
