    I agree, they look dry and dying back. My guess would be problems with their storage.

    Oh dear - I order from Parkers a lot for bits, I had an issue with a bare root a few years ago but prompt refund and the ones I tried last year did really well (fragrant delight and a mini one coral something).  Ive ordered some common named roses this year from them which are growing well so hopefully just a one off bad batch - do complain again if the response isnt good enough, they need to refund those as they are more than just dormant!  They normally replace and refund without issues.  Suspect they have got rather busy with the pandemic and might have some new staff?

    Ive had good orders for fancier roses from Styles roses, C&J, David Austen, cottage memories. 

    For budget friendly ones Gardening express actually do a good value pot luck bundle of 6 for £17+ postage I can vouch for - friend and I both ordered sets each and were delighted with the selections (all named varieties).  Mine had the gorgeous "Macmillan nurse" and "rosy cushion" in as examples, and hers had both "Just joey" and "Belle Du Jour" all of which were in great condition and are sprouting away.
