Dahlia plant growth stopped

Hello,
I have grown a Dahlia plant from seed. The plant grew well, but suddenly from last 10-12 days, it has stopped growing. It's new leaves have come out but they aren't opening. I water it regularly and have kept it in full sun. 
Please help.

    I assume you are not in the UK? Dahlias are designed to germinate in Spring and grow on through summer but I cannot tell which season you are experiencing. I would give the plant good light rather than direct sun and get it into the ground if conditions allow.

    It looks healthy enough to me. There's probably growth happening underground. If you are in the UK it's miles too early for them to be growing yet.

    Your dahlia looks fine to me. Have you fed it? What season is it in India at the moment? Dahlias are best in late summer in Europe.

  • Yes I have added organic fertilizer in the pot two weeks ago. Other dahlia I sowed at the same time flowered last week, but this looks like it has stopped growing. 
    It is late winter here.

    If it's late winter then that's why it's stopped growing. Unless you have very warm winters.
