Phormium Surrounded and Rotting

I have moved into a house with a phormium (I think) in the front (east facing) garden. It has been surrounded by other shrubs and is rotting in the middle. What action can I take and when ? Or is this a lost cause!?

    Wait till Spring, dig it up, remove all dead/rotted leaves and roots.  If it's a big plant, then divide the rootball using a spade.  You can be quite rough doing this, it's a forgiving plant.  Replant it, but perhaps move to a less crowded site.  Make sure that wherever you planted is free-draining, and sunny, but not too dry.
