Neglected Fruit Tree

Any tips on pruning this? Apparantly it hasn't fruited for a while. It looks to me that it was pruned quite hard resulting in lots of these thin water sprouts. It also looks like it has a few lumps and bumps and sticky areas which I'm concerned may be infection. Any thoughts appreciated!

If you prune it now, you will get more watershoots.  I would wait until summer, and then prune  all the whippy shoots back to three or four buds.

Winter pruning produces more growth. Summer pruning is what produces/encourages fruit spurs. I would only remove any diseased, damaged or crossing branches and leave it to develop some spurs. Any sign of them? I see there's growth buds there.
