Raised bed against a retaining wall

I have inherited an area of bricked up raised earth against a garden retaining wall (not against house). It looks very damp and I was thinking of adding some new soil/mulch and some shade tolerant planting. Not sure if to need to dig the whole thing out, add lining and start from scratch. Any advice would  be much appreciated. I’ll try to add an image.

    I wouldn't bother trying to dig it out. If it's a retaining wall with earth the other side, the wall will always be damp, except perhaps at the height of summer. You could create a rather nice shady nook there.
