What type of bug is this?

Are these fungas knats or aphids? Or other? If I don't catch them then turn into fruit fly looking things. Any suggestions on how to kill? I have about 6 different types of plants in the same room and they don't seem to be coming from any of them.

    Update, I've put glasses of apple cider vinegar around but they don't seem to be attracted to it. In another room (where I see bugs in the soil) I've covered it with steel wool.

    I don't think they're fungus gnats, in my experience they tend to stay close to the plant and don't head towards the light like these seem to be doing.
