over wintering peppers

hi guys i am new to this so please bear with me. last summer i had pepper plant outside in a container in my garden never fruited (it was attacked by various birds so spent most the summer and autumn looking after it) anyways i have brought all my pepper plants indoors to over winter however this one particular pepper plant has started growing new seedling shoots around the edge of the container, im talking like nearly 10 new shoots (and i can see more are growing) and all have leaves and they honestly look like new seedlings!!!? is this normal? and if so should i separate them into individual plants or just keep them in same container as im afraid its going to turn into a shrub soon lol help!!!!
