Tree fungus identification

Hi, recently noticed rapid growth of this on a well established tree in our garden. The tree failed to leaf this summer. We're guessing this means the tree is likely dead/rotten and may need removing but was wondering if anyone could identify what species this is?  Thanks in advance.
