To stop people looking in your windows you could try One Way Window Privacy Film. You can look out of your window but no-one can see in. My daughter has it as her front window is next to a pavement and she says it is great!

I'd def advise against bamboo. They form underground rhizomes that you basically need a chainsaw to cut through. And they come up in your lawn, in the drive, and expand year on year until you need pandas. (I speak from bitter experience--we even tried planting ours with a thick black pond liner around the roots and the new shoots scoffed as they marched on through our patio).
However, what strikes me as an option here is beech hedging. It will take some years to develop into a hedge, but it will make a really nice screen for other plants that will draw the eye away from the red monstrosity. Its roots aren't invasive and you can either leave it up to the neighbour to prune their side or ask for access. It is deciduous, but pruning annually (in late July-ish) will mean you renew young growth, which keeps its russett leaves all winter, so it would never be see-through.
