Raised Flowerbeds

I have recently had built raised flowerbed 40ft long and 60cms deep. Now I have the task of filling it up . I need some advise on how to best fill it up without costing me a fortune. The builders have half filled it up with rubble, wood, left over turf etc.
Do I now fill it up with topsoil and compost? Where can I buy cheap topsoil  and compost . I will need several dumpy bags.

    I'd be slightly worried about the 'rubble and wood' that's in it. What exactly is there? It'll have a bearing on the amount you need, and also how suitable it is. Treated wood could be a problem. 
    I assume you mean the height of the bed is 60 cm, but you haven't said what size front to back. In any case, - yes, you'll need quite a  lot of soil and other organic material like well rotted manure and compost. What you intend growing is also a factor, as the depth of soil can be important.
    It's best to take a look online at what landscaper or builders' merchants are near you. They will also have a guide for working out the volume you need. :)
    You will still need to top it up regularly, especially in spring, as it will all settle over winter. It's always a mistake to start planting before you wait for a while, because of that  :)
    It's a place where beautiful isn't enough of a word....

    Get rid of large rubble bits, half bricks or larger and any wood which will rot over time.  Turf laid grass side down will give a good base.
