House plant infestations

Hello

My friend has recently been plagued by insect infestations in her house plants. Many of them are producing small flies, a rose had what looked to be spider mixed and then this evening she has sent my the attached photo, which looks like eggs in the soil of her Devil's Ivy. 

I have recommended that she repot her plants, using fresh soil which she has done to all except the Devil's Ivy. I've also recommended that she only water once every 2 weeks but I'm not sure if I'm giving her rubbish advice! 

Can anyone advise as to the best course of action and perhaps identify if these are eggs?
