Removing weed membrane.

From what i've read online, the soil under this membrane can be quite lifeless.
I've discovered some in a section of the garden. Once removed, should i try to enrich the soil in any way, or will nature take care of it if i turn it over and leave it?

    If you have any manure it would definitely help to add some goodness.

    Thanks, i have a couple of bags i had put aside for the roses, so i'll dig that in.
