Bush identity

Hi all
What does this bush/shrub do and what is its name. It's about 3 meters in height and comprises numerous branches from ground level appearing as though sometime in the past it has been cut right down.
Each the stems and all the branches are green with speckles near the base. The leaves are tri-lobed and there are ?buds ?growing points along all the branches and stems.
I did have a plant/bush like this growing in a hedge at my last house. I can't remember it flowering as it was regularly cut back with the hedge. This is a much more established thing. What is it? Does it flower and can I simply cut it back...1) to the ground 2) to about 1/2 height?

(Not much good with established bushes as I prefer stuff I plant myself. Like annuals and roses. Here is just a bit of a previous place I had in France...
