Green 1 inch netting why?

Moved into new house and did some weeding kept pulling up 1 inch square green netting about an inch under the earth like pond netting ? Can anyone tell me why it's been put there as it's not preventing any weeds from growing its way to big. I think it's under the whole lawn I say lawn but it's just weeds and moss. Any ideas ?
