It all depends on the weather. Normally, it's quite wet in winter, so nature will do the work. But, if you have warm late autumn going into winter, and very little rain, you may need to water the pots. No exact science, but over-watering a newly planted potted rose will not do it damage. Roses prefer heavier soils, and when they shut down for winter, excess water and waterlogging seldom cause them harm.
Roses don't have leaves in winter which means they need much less water than in summer. Don't let the soil dry out but that almost never happens in winter.
