Help in identification please!

This rather strange looking flower / inflorescence / fruit was seen on a tree during a recent walk.  Some of the leaves of the plant can be seen in the picture.  Is it something about to flower or a fruit which has not developed properly?  Any thoughts would be really appreciated.  Thanks in advance.

    I think those are seed-pods forming from a Magnolia shrub/tree.

    Very many thanks for your prompt replies.  Looking at online images, the Magnolia id seems to be spot on!  Thank you again.
