From your post it seems you are a bit limited for choice.
I have a couple of 30" tall raised beds filled with drainage and top soil and manure and the carrots love them.No carrot fly.
Lots of depth to grow in.
This season I have sown every 3 weeks and still have some 6" tall greenery showing.
I tried sowing in an open bed and not much success as the slugs could get to them.
Good luck in finding your best way with what you have got..

- I was never sure if being in containers the carrot fly could still get to them. They were find in the greenhouse but it seems at the major cost of not growing well.
My containers are probably a similar height and about 12" across.
