Mildew on Dahlias

We have dahlias in pots and beds and all have this white powder on
. I guess 
it’s caused by them being close together and the wet / warm(ish) weather in Kent. I usually wait until frost blackens the foliage before cutting right back and mulching (we don’t take up the tubers here over winter). Since they have this condition now, should I cut them back sooner?

If you move them so that they're in a better spot, that will help, but it won't really affect the plants, or their growth as such, it's unsightly more than anything.
I live in west central Scotland - not where that photo is...
